Does PIPEDA Require Canadian Hosting?
The short answer: not explicitly. The practical answer: effectively yes, for most businesses.
PIPEDA Principle 4.7 states that personal information must be protected by security safeguards "appropriate to the sensitivity of the information." The Office of the Privacy Commissioner (OPC) has made clear in multiple findings that data residency is a factor in determining whether safeguards are appropriate.
When personal information is stored on US servers, it becomes accessible under the USA PATRIOT Act, the CLOUD Act, and US National Security Letters — none of which require notification to the data subject or the Canadian organization. This creates a gap in your ability to fulfill PIPEDA's accountability principle.

Data at rest stays in Canada. Your databases, uploaded files, email stores, and backups physically reside on Canadian soil.
Data in transit is encrypted. SSL/TLS for all connections. No exception.
Access controls are documented. Who can access the server? What's the authentication mechanism? Is there multi-factor?
Breach notification is possible. If the hosting provider is compromised, can they notify you within the timeframe required by PIPEDA's breach notification rules (as soon as feasible)?
Subprocessor transparency. If your host uses third-party services (CDN, backup, monitoring), where do those services process data?
Common Compliance Gaps in Popular Hosting
Shared US hosting (Bluehost, HostGator, GoDaddy): Servers in Utah, Arizona, Texas. Data subject to US jurisdiction. No Canadian privacy governance.
Cloudflare (CDN): Even if your origin server is in Canada, Cloudflare caches your content globally including US edge servers. For static content this is generally acceptable, but dynamic content containing personal information may create exposure.
Google Workspace / Microsoft 365: Both offer data residency options for enterprise plans but default to multi-region (including US) for standard business plans.
